Flight crew are not allowed to upgrade paying passengers (they don't know who has the highest priority), but they are allowed to upgrade nonrevs.

From the FA's viewpoint, the GA gets to decide. However, the GA is (supposed to be) subject to Delta's policies. It's worth reporting the incident in order to educate the GA.

I do that on occasion to confirm if there are actually seats available.

3 people showed as upgraded on the app in the upgrade/standby list. 4D, 1C and 5D were the upgrades and those were the 3 empty seats laast I checked. Why would someone who purchased a F ticket and not selected a seat show as upgraded?

Are you sure they didn't appear on the standby list? Ie standby for a seat assignment not to get on the plane.

Also could be rebooked in IRROPS. Purchased F, but only confirmed in Y, waiting for seat in F. Sadly DL makes it so there's no real way to know what has truly happened.

We don't have any evidence that any policies were actually violated, so what do you think the GA needs to be educated on?

While no real shena, I saw YBYL at its best. Yesterday I was flying MCO-LGA. 14 in the upgrade list, only 1 seat, so #1 cleared. I was in row 2, and one seat in row 3 was still open when boarding finished. There was someone who was supposed to ride on the jumpseat, and asked the FA if the seat was open. FA asked the GA, GA said that she didn't have time to process the list. Door closes, the flight shows one seat open in FC, jumpseat rider takes the seat.

What time did the door close in relation to the scheduled departure time?

Exactly - I've seen more than one GA intentionally not process the list and then upgrade friends or nonrevs. Someone is going to ask how do I know this - because when I have a long layover I've sat at a gate in ATL and watched. I've seen the GA tell their friends or the sister of an onboard FA or a nonrev to hold off until she can close boarding and then she'll take care of them. My experience is all anecdotal - and most of the time I don't see anything unusual - but it seems to happen with a frequency that is more than "isolated occurrences" in ATL.

Flight was already delayed 1h30m, so I understand the hurry to close the door and try to get the flight going ASAP.

Happened to me at SLC 6 years ago or so. I was the only one left on the upgrade list after everyone boarded, and there was an unclaimed seat in FC. The GA paged me, as they she was ready to close the flight, but I also noticed that there was someone with a DL badge next to the GA and apparently waiting for a seat. I politely asked the GA, as I boarded, about the unclaimed seat, she looked at the person waiting for the seat assignment, and then smiled at me and gave me the seat. She immediately printed a BP for the NRSA with my seat number on it.

Is the GA purposefully holding seats back? E.g. if there are 5 open F before upgrades are processed, and the GA only processes 3 of them? Or are we talking about open seats from no-shows? That's a huge difference.

Exactly. The "open" FC seats should be given away at the check in deadline as no one can purchase tickets for the flight after that time, although SDC without checked bags should still be possible.

AFAIK the FC seats that are available due to no shows can't be detected from information on the app or gate monitor, especially if those passengers have picked seat assignments in advance, so for this one needs to ask the GA whether FC has BOARDED full and even so, GAs are known to lie about this.

I've been upgraded at the gate after boarding started when someone with a purchased FC ticket failed to check in by the deadline. IIRC this showed as one seat available on the app and I knew I was #1 so I wasn't going to board, but the GA called me to the podium and asked me not to board with PREM, explaining the situation and saying that I was very likely to get the upgrade in about ten minutes.
