Councilman Dixon was born and raised in Elgin. His family moved to Schaumburg, Illinois where he attended elementary school and a year of junior high. Later, his family moved back to the area and he would go on to complete the rest of his schooling; graduating from Abbott Middle School and attending Larkin High School, but would later graduate from Elgin High School. He earned a Bachelor's Degree in Business Management from Grambling State University, a Master’s Degree in Public Administration with a concentration in government from Keller Graduate School of Management and a Certificate in Non-Profit Board Leadership from Northwestern University’s Kellog Center for Nonprofit Management & United Way Board Leadership Institute. He is a former Commissioner with the City of Elgin’s Image Advisory Commission and Planning & Zoning Commission. Councilman Dixon currently serves as a Liquor Commissioner with the City of Elgin; Past-Board Chairman & current board member of Greater Family Health, Alignment Collaborative for Education Board of Directors and Food for Greater Elgin Board of Directors. Councilman Dixon is also a former Classroom Facilitator with School District U-46’s African-American & Hispanic Parent Leadership Institute, Founder of Elgin's Annual Back to School BBQ Bash and Co-founder of the Making Space art project. He's an active Member of Alpha Phi Alpha Fraternity, Inc., the Mu Alpha Lambda Chapter. Councilman Dixon currently works for the Kane County Sheriff’s Office where he serves in the role of Senior Assistant Director of Administration. Councilman Dixon is married to Janelle Dixon, Esq. and they are the parents of three girls: Jada, Corinne and Kali. He and his family are members of Second Baptist Church of Elgin, where Councilman Dixon serves as a Deacon.
Dustin Good was born in the old Sherman hospital and raised in Streamwood. He graduated from U-46 and moved to Elgin in the mid 2000’s. He has a degree from Elgin Community College where he was a Student Trustee (2011-2012). Dustin is self employed as a social entrepreneur. Dustin has served as a Strategic Plan Advisory Committee member (2012-2017), Downtown Neighborhood Association board member (2017-present); Farmers Market Committee Chair (2017-2019); COVID-19 Downtown Business Adaption Grant Committee member (2020-present) and Elgin Police Community Advisory Board member (2020-present). Dustin is married and lives downtown with his wife Stephanie.
Rosamaria “Rose” Martinez is an Elgin native, graduate of Elgin High School and east-side resident. Councilwoman Martinez is a former U.S. Army sergeant and School District U-46 employee as well as a retired postal worker. She is a past commander for American Legion Post 57 and served on both the Honor and Color Guard. She is also a member of VFW Post 1307 and former assistant athletic director at St. Joseph Catholic School in Elgin.
Anthony, an Elgin native and Larkin High School graduate of 2008, served in the U.S. Marine Corps from 2009 to 2013, earning a Purple Heart for injuries sustained in Sangin Valley, Afghanistan, from September 2010 to April 2011. Post-military, he pursued education at Elgin Community College, later transferring to Loyola University Chicago, where he earned a Bachelor of Science in Criminal Justice and Criminology in May 2017. Following this, he attended DePaul University in Chicago, obtaining certification as a paralegal.
Presently, Anthony holds the role of Director of Operations at the Kane County State’s Attorney’s Office. He actively contributes to the community as a member for Friends of Masons and a member of Elgin Masonic Lodge #117. Notably, he served on Elgin’s Police & Fire Commission from 2019 to 2023.
In his personal life, Anthony is a proud father to his daughter Ava and resides in the SWAN neighborhood.
A Michigan native who has called Elgin home since 1999, Tish Powell has over 16 years of management level experience in local government, including 7 years with the City of Kalamazoo, Michigan and over 9 years with the City of Elgin. Her educational background includes a Bachelor's Degree in Government from the University of Notre Dame and a Master's Degree in Public Administration from Northern Illinois University. Some of her previous and current civic involvement activities include College Green Homeowners Association-Board President; City of Elgin Sustainable City Master Plan Committee-Recycling and Waste Management Workgroup Chairperson; U-46 School District Citizens Advisory Council-Representative; City of Elgin Dr. Martin Luther King, Jr. Holiday Committee; Progressive Baptist Church–Member; and Elgin Proud and Beautiful - Board Member.
Carol Rauschenberger was born and raised in Elgin. She has a Bachelor of Science Degree in Occupational Therapy from the University of Illinois and a Master’s Degree in Business from the American Graduate School of International Management in Glendale, Arizona. Carol has worked in International Sales and Marketing for a variety of firms including AT&T and currently is employed by School District U-46 as an Occupational Therapist. She has lived in New York, Europe, Asia and Michigan, where she was elected as a Chelsea Village Trustee. Carol moved back to Elgin in 2006 and is married to Reid Travis and has three children.
John Steffen was born and raised in Elgin and has lived here all his life. He has served on a variety of community organizations including the Elgin Noon Kiwanis Club, United Way, Downtown Neighborhood Association, Elgin Community Network, and the Elgin Kane and Illinois State Bar Associations. John is a 1982 graduate of Larkin High School and received a Bachelor's from the University of Illinois before receiving his Juris Doctorate degree from The John Marshall Law School. He has been an attorney since 1989.
Steve Thoren was elected to the Elgin City Council in April, 2021. He was born and raised in Elgin attending Washington Grade School, Abbott Jr. High then Kimball Jr. High and graduating from Larkin High School. He attended Elgin Community College where he led the golf team to the schools first conference title and later, he graduated with an Associate degree. After many years in the work force, Steve earned a national degree in 2005 as a Certified Senior Advisor, which is the study of aging in numerous areas and fields. He is a past board member of the Senior Services Associates, has received two Elgin Image Awards and two Elgin Mayors awards. He is a past Elgin Heritage Commissioner and a past Elgin Township Trustee. Steve is also a licensed Illinois Auctioneer and an Emcee and Announcer. He has hosted two radio programs on WRMN for over 15 years. Steve is married to his wife Maureen (Peach) and they live in the landmark Wing Mansion with their two dogs.
