The Iowa Highway Commission Wednesday decided to let the consulting engineering firm instead of its own engineers prepare final construction plans for a major segment of the Des Moines Freeway. The commission approved a contract submitted by Howard, Needles, Tamman Bergendoff of Kansas City, for a total of $443,870. The firm currently is preparing preliminary plans for the same section under a $70,000 contract. C. B.

Anderson, urban engineer, said construction costs of the 3.2-mile segment from the freeway's present western terminus near Twenty-fourth street and Cottage Grove avenue west to Sixty-third street is estimated at $8.3 million. Anderson told the Highway Commission that "previously we had planned on the staff of our design department to do this phase of the work." But he explained that the accelerated program for completion of the Des Moines Freeway and urban-interstate highways in the Council Bluffs area has put a heavier-thanexpected load on the design department. Anderson said the plans probably could be prepared by the commission's engineers at less expense, but he added that there still would have been considerable outlay in time and funds if the design department did the job. Dies in Fall From Tractor (The Tribune's Iowa News Service) NORTH LIBERTY, Potter was killed Tuesday about 3 miles east of here on a farm owned by Dr. George H.

Scanlon of Iowa City. Potter was knocked from a "crawler" tractor by a falling tree and pinned beneath a branch. Dr. George D. Callahan, Johnson County medical examiner, said Potter's death apparently was caused by a crushed chest, but ordered an autopsy.

Potter and two other men were clearing brush on the farm when the accident happened. Den Hartog Rites Held at Knoxville (The Tribune's Iowa News Service) KNOXVILLE, IA. Services were held here Wednesday at the First Reformed Church for John Den Hartog, 60. He died Monday at his home of a heart attack. Burial was at Pella.

Mr. Den Hartog formerly operated a variety store and recently had been in the real estate business. He is survived by his wife, two sons, a brother and a sister. 8, Talk of Setting Up Fourth Conferees' Unit Apportion- Continued from Page One Iowa Legislature has "acted in good faith" in drawing up and passing temporary plan. He said a stay could cause "chaos and disorder in the elective process" and added that the granting of a stay would have destroyed the diligent efforts" of the Legislature so far in the special session.

Constitution The initial appeal to the high court, in essence, asked that the Iowa Constitution stand as it was before the federal judges' decree. If the request had been granted, the temporary plan of reapportionment passed by the Legislature early in the special session could not have been put into effect because it would not have conformed to the Iowa Constitution. New Rights Picketing in Cleveland CLEVELAND, OHIO (AP) Cleveland faced a new civil rights demonstration Wednesday in the wake of one that left a young white minister dead and touched off hours of rioting. Civil rights, leaders, whose Tuesday demonstration halted construction at an east-side school site, demonstrated again Wednes- KLUNDER day at the Board of Education's downtown office building. About 150 white and Negro pickets walked in mixed rain and snow with policemen, including mounted men, standing by.

The picketing began without incident. The Rev. Bruce W. Klunder, 27-year-old Presbyterian minister, was crushed to death Tuesday afternoon under an -moving machine in the demonstration at the Lakeview school site in a predominantly Negro neighborhood. Police cleared the vehicle's driver of responsibility in the death.

The demonstrators contend that building a new school in the area would force many Negro children a into segregation after having attended integrated schools. Windows Broken Fifteen persons, 10 of them policemen, were injured in Tuesday's violence. Car and store windows were smashed. Police arrested 26 persons. Police and civil rights leaders appealed without success to the crowd, which swelled to more than 3,000 (most of them Negroes), to disperse Tuesday night.

It wasn't until early Wednesday that police reported the area was quiet. Time and again in the afternoon and early evening, lines of mounted policemen charged into groups that gathered to hurl taunts and missiles. Plans Injunction A grim Mayor Ralph S. Locher, who attends the Church of the Covenant where the Rev. Mr.

Klunder was assistant pastor, said the city would use injunctions and fences to block further demonstrations at the Lakeview school site, which is in the Glenville area. Common Pleas Judge John V. Corrigan set a Friday hearing on an injunction the mayor seeks. Corrigan ruled that, temporarily, construction of the school must stop and "all picketing, gathering or trespassing" there is prohibited. On the other hand, civil rights leaders called for greater militancy when they spoke at a Tuesday night rally at Cory Methodist Church.

Ruth Turner, executive secretary of the Cleveland Chapter of the Congress of Racial Equality (CORE), told the rally that plans would be made for a school boycott. The auditors did not attack the Legislature's temporary plan, but asked only that the three judges' decision, which erased sever al constitutional provisions relating to legislative reapportionment, be held invalid. Ruling's Results The federal panel, which consisted of U. S. District Judges Roy L.

As a result, the Legislature was called into special session and passed a temporary reapportionment plan: increasing the Japan: Offer On Christianity A Surprise TOKYO, JAPAN (AP)-Japanese officials expressed surprise Wednesday at evangelist Billy Graham's report that Gen. Douglas MacArthur told him Emperor Hirohito offered to make Christianity Japan's state religion. "This is the first we've heard of such a thing," said an official of the imperial household. He added that no Japanese officials were present during MacArthur's meetings with the emperor and that, in the absence of written records and the unavailability of the emperor for comment on such matters, it was impossible to know what was said. Graham said MacArthur told him he informed the emperor: "No nation must be made to conform to any religion.

State Has 48 Pct. Of Nation's Dope Addicts (Special Dispatch to The Des Moines Tribune) WASHINGTON, D. dicts in the United States are total is 23,470 addicts, or 48.3 this number, 22,886 are in New York City. Henry L. Giordano, S.

commissioner of narcotics, put these and other figures on addiction in the record of a House committee hearing on 1965 appropriations. Chicago is second to New York City in narcotic addiction, with 7,028 known addicts. Los Angeles is third, with 2,662. Detroit is fourth with 1,696, and the District of Columbia fifth with 1,021. Nationally there were 48,535 I known addicts at the beginning House from 108 to 124 members and the Senate from 50 to 59 members.

This plan, which is in effect for this year's elections, gives urban areas considerably more representation. The three judges approved the temporary plan by saying "malapportionment in both houses of the General Assembly has been reduced" and "substantial progress (has been made) in correcting malapportionment Gov. Harold Hughes had signed the measure on Mar. 24. The Legislature since then has been working on a permanent reapportionment plan.

This involves amending the Iowa Constitution. The problem now is in the hands of a third House-Senate Conference Committee after a second committee announced Tuesday that it was deadlocked. Iowan Flies To Rites for MacArthur Leslie E. Hartman of Marshalltown left Municipal Airport here at 9:50 a. m.

Wednesday on a flight to Norfolk, to attend last rites Saturday for his World War II commander, Gen. Douglas MacArthur. Hartman, 41, a truck driver for a Marshalltown lumber company, said he served under MacArthur in the Philippines and was captured by the Japanese when the Philippines fell in 1942. Hartman, who was a 19- year-old Army private at the time, said he "only saw MacArthur once-in a dress parade. But I served under his command and I could get the time off now, SO I'm going to Norfolk." The trip will cost him about $200, Hartman figures.

Recalls Capture Recalls Capture At the airport Wednesday, while waiting for his plane to depart, Hartman recalled the surrender of the Philippines to the Japanese and his capture. He was one of the prisoners taken on the infamous Bataan "death march" as a member of the 31st Infantry Division. (AP)-Ora Carter of Lakin was headed home from a dance when he passed through Johnson. He stopped at a stable to get feed for his horse and since there was no attendant he fed the animal and forgot about paying for the feed. Carter stopped in Johnson again recently and recalled that he still owed Lee Williams a feed bill.

He found Ira Williams, Lee's son, who told him to forget the 50-year-old debt. Fall in Boat Fatal DULUTH, MINN. (AP)-Alex R. Chisholm, 60, of Superior, was killed Tuesday when he fell from the deck into the hold of an ore boat, the Richard V. Lindabury, at a dock in West Duluth.

The N. F. O. has staged several similar demonstrations in recent weeks in protesting low livestock prices. Indict Iowan For Murder HAMPTON, VA.

(AP) A Hampton grand jury Tuesday indicted Clarence Knudson, formerly of Fort Dodge, for murder in the slaying of a young Negro. No date was set for trial of Knudson, 2 28, who remains free on bond. Knudson is charged in the slaying of Vanciner Williams, 19, who was shot to death last Feb. 22 in a lovers' lane area. Police said Knudson told them he was parked in the area with a woman companion when Williams and several other Negroes attempted to force their way into the car.

Boone Vote Set On Fluoridation BOONE, IA. (AP)-Residents will be asked to vote on fluoridation of the city's water supplying.
